About Us

The Walker River Paiute Tribe established the Walker River Housing Authority (WRHA) in 1964 as our Tribally Designated Housing Entity, funded by the Department of Housing and Urban Development (HUD). However, in 2003 the Ordinance establishing housing as a TDHE was rescinded, and housing became a department of the Tribe. Thus Walker River Housing Department (WRHD).

Each year an Indian Housing Plan (IHP) is developed in-house, approved by our governing body and submitted to the Office of Native American Programs under HUD. The IHP must be approved prior to receiving funding every year.

The WRHD is responsible for the administration of the Indian Housing Block Grant (IHBG) received through the Native American Housing and Self-Determination Act (NAHASDA), a rewarded Indian Community Development Block Grant (ICDBG), and the Housing Improvement Program (HIP). These programs serve Tribal member families and addresses the significant unmet needs for affordable, decent, safe and sanitary housing within the Walker River Paiute Reservation.

WRHD staff, consists of: Director, Programs/Services Coordinator, Land Coordinator, Resident Services, Office Assistant, Receptionist, (2) maintenance, (2) warehouse clerks, (10) Force Account Staff.

Over the years, fifteen (15) housing projects have been completed, approximately 303 units have been built, with 141 units presently under management of the department. Current units under management total: 48 low-rental (LR) units, 75 mutual-help units (HO), and 18 lease-to-purchase units (HO).

Several programs are administered through the Housing Department including Homeownership (HO), Low Rental (LR), Elderly/Disabled Assistance (Accessibility), Elderly/Disabled Utility Assistance, Elders Home Protection Plan and Renovation Program.

Units presently under management are insured through Mahoney Group. The housing program insures all units while under management, and provides information to homeowners regarding continued coverage after units are conveyed.

Mission:

It is the mission of the WRHD to develop and maintain safe and affordable housing for eligible WRPT members.

Goal:

The WRHD goal is to assist all parties in understanding eligibility for assistance, the selection process for units, management, and maintenance of the units, to promote self-sufficiency, and economic stability.

Objective:

It is the objective of the WRHD to provide fair and equitable treatment to community members.


Services

**Applicant/s for the following programs, must be enrolled member of a federally recognized tribe (WRPT members will receive preference over members of any other Federally Recognized Tribe or Alaska Native).**

**NO person regardless of age will be eligible for any program if they have been convicted of a crime by a tribal, federal, or any other court of jurisdiction involving the manufacture growth, transportation, sale or attempt of sale, or use of any substance deemed to be illegal. Sexual offense against another person in any venue shall be considered ineligible.**

(Requirements)

  • Must be a low-income family, meaning your families income cannot exceed 80% of the median income level for our service area, dependent upon the size of your family.
  • Minimum Income
    • 2 Bedroom – $10,500
    • 3 Bedroom – $14,500
    • 4 Bedroom – $18,500
    • 5 Bedroom – $24,500
  • Applicants must demonstrate a stable income for at least 12 months.

  • All families which include single persons who apply for a unit with the WRHD shall initially only be considered for a Rental Unit.
  • Applications must demonstrate a stable income for at least 12 months.

Each applicant is responsible for providing all necessary information, accurately completing the application as required, and is responsible for updating their application annually.

​The WRHD will provide assistance to pay for renovation expenses, building permits, and local licensing requirements for individually owned homes or homes that are owned by the WRPT.

  • ​​Participation in the WRHD’s RP is limited to low-income families as defined by the WRHD. Participants will be required to provide an application for the program and documentation to verify low-income status.
  • Assistance will also be provided to households who meet the 80%-100% median income level.
  • The Housing Director or other designated employee shall review and approve each renovation application.
  • This assistance to the home buyer/homeowner Tribal member will be paid directly to a contractor or for the WRHD Force Account staff to make the repairs or renovations or to the appropriate agency that requires specific types of fees for permits, fees, or licensing requirements to rehabilitate a house or unit.

This program is to provide assistance for the elderly/disabled in the repairs and rehabilitation of existing homes of low-income elderly/disabled persons to ensure access to their homes and barrier free bath facilities; for safe and sanitary conditions and better living environment.

This program is to provide structure/unit protection for Walker River Tribal Elders who meet NAHASDA Regulations for admission to any housing program.

Currently we have two (2) full time Maintenance men, who are responding to all work orders.

This program is to provide eligible homebuyers and homeowners the opportunity to improve their homes or have services performed to their homes.

(Eligibility Requirements)

  • Homebuyer under WRHD management or Homeowner
    • Homeowners MUST provide proof of homeownership
    • Homebuyers must be current with all duties under their agreements with the WRHD for at least one (1) year prior to applying.
  • A resident of the Walker River Paiute Reservation
    • Must provide two (2) forms of proof of residency
    • No loan agreements will be approved for services performed outside the exterior boundaries of the Walker River Paiute Reservation. Services approved must be completed within the Reservation on existing units belonging to eligible applicants.

Processes

Work Order Process

Step 1: Call the WRHD Office at (775) 773-2334 to report your issue.
*At the time of the call a Work Order will be generated for assessment ONLY

Step 2: Upon assessment the Maintenance Crew or Force Account Crew will determine the cost of materials needed to address the issue.
*It is the responsibility of homebuyers and homeowners to procure materials needed. All materials must be purchased prior to any work being done. The WRHD accepts cash, check, money orders, and credit/debit cards.

Step 3: Upon work completion the resident will need to sign off that the work is complete on the Work Order

The purpose of this the WRHD Background Check Policy is to screen applicants who are eligible for Rental or Homeownership homes for services and to ensure safe housing communities. Also this policy is to serve as a guide for WRHD in determining eligibility and admission of applicants, selection criteria, and occupancy standards for the Rental and Homeownership Programs in accordance with the Eligibility, Admission, Payment and Occupancy Policy. This policy is to provide for consistent, equitable, and uniform treatment of tenants; a basis for decision making for the WRHD.

The purpose of this policy is to provide for assistance to the elderly/disabled in the repairs and rehabilitation of existing homes of low income elderly/disabled persons to ensure access to their homes and barrier free bath facilities; for safe and sanitary conditions and a better living environment. This policy is not to be used for items that would be considered luxury.

The purpose of this policy is to provide utility assistance to the elderly/disabled persons to ensure continued utility/service; for safe and sanitary conditions and better living environments. This policy is to be used for HEATING RESOURCES ONLY.

The purpose of the Grievance Policy is to provide procedures that establish a process to resolve tenant and home-buyer grievances.

The purpose of the Home Improvement Loan Program Policy is to serve as a guide for the WRHD in determining eligibility of applicants, standards for services, and conditions of loan agreements. Through this Policy, homebuyers and homeowners have the opportunity to improve their homes or have services performed to their homes.

The general purpose of this policy is to serve as a guide for the WRHD in determining Homeownership eligibility and admission of applicants, selection criteria, and occupancy standards. It is to also provide for consistent, equitable, and uniform treatment of clients; a basis for decision making for the WRHD; a training manual for staff.
